Colorado Utility and Heating Assistance.  You are not alone if you live in Colorado and need utility and heating bill assistance.  There are energy outreach programs that help families that need a little extra help during the coldest months.  

These governments, charities, and utility companies offer programs that help struggling families stay warm in Winter.  These organizations also help with utilities all year round.  If you are struggling financially, have low income, or are about to lose your utility or heating services, you may qualify for financial support.

Colorado Utility and Heating Assistance with Bills

Low Income Energy Assistance Program (LIHEAP)

This benefit Program helps with heating and cooling bills. Those families who qualify financially will receive a check the first week of February to help with utilities. This program includes home weatherization and repairs to make homes more energy-efficient.

You are probably eligible for LIHEAP assistance when your gross family income exceeds 165% of the federal poverty guidelines.  You are eligible if you are a legal resident of the US and Colorado, have a permanent legal residence, or are a U.S. citizen residing in your home.  Call heat help at 1-866-432-8435 for more information.

The Department of Veterans Affairs

This Colorado utility and heating assistance program helps to assist in helping disabled veterans remodel their homes to make handicaps accessible, By adding ramps, lifts, and in general, anything that will help the veteran become more independent in his own home.  The Department of Veterans Affairs has money set aside as a part of the Special Housing Adaptations and Adapted Housing Program.  800-827-1000.

City of Fountain

This organization provides once a year of emergency assistance to disadvantaged residents. Grants are up to $150 to help with electricity, water, and wastewater bills. If you have been sent a disconnection notice and qualify financially, apply by calling Pikes Peak Community Action Agency at 719-471-7870.

CSU Project COPE

Project COPE is a utility assistance program with Colorado Springs Utilities Foundation. You are eligible if you already have an open account, are not receiving COPE within the last 12 months, and have already applied for LEAP. You can also get help when your bill is past due, or you notice a disconnect. Bring proof of the status of your utilities.  Apply for assistance between November 1 – April 30.  (719) 448-4800.

Energy Outreach Colorado

This program works with residents of El Paso County. You can apply if you have not received EOC or are prequalified in the database since October the first.  You can apply if your bills are past due, you have a disconnect notice, or your gross family income meets federal poverty guidelines.  Apply for assistance between November 1 – April 30.  Call (303) 825-8750.

Colorado Weatherization Assistance Program

Many Colorado residents may be eligible to help to make necessary repairs to make their homes more energy-efficient and safer. If you qualify, your home will be assessed for energy breaches, like doors, windows, faulty or broken water heaters, etc.

The US Department of Energy Weatherization program helps families save energy and money. Weatherization services help nearly 35,000 homes yearly. The weatherization improvements can save up to $283 a year.   This program address issues in your home, like,

  • Storm Clean up
  • Roof Repair
  • Weather damage
  • Handicap accessible
  • Well and septic repairs
  • Removing lead paint
  • Water heating and furnace repairs

Southern Colorado Nonprofits that Help with Utility Bills

These nonprofits can assist with energy bills. It would be best if you were screened and your income must meet federal poverty guidelines to qualify financially to receive help.  Each program may have different qualifications and screening processes.  You must provide proof of income and documentation of any government or community programs helping you.

Home Front Cares –  This nonprofit is dedicated to helping active duty and military veterans and their families. If you are a military member and need help paying your utility bills, contact this organization for help. (719) 434-1501.

Holy Apostles Outreach – This faith-based charity provides residents with housing, utilities, medical, and dental utility needs. (719) 597-4249
