It is the parent’s responsibility to find out everything about the program before enrolling their child, including the refund policy. Most faith-based programs have a waiting list and many are not funded by the government. Also, there is often a waiting list, and someone else could have taken his place. Most faith-based drug treatment programs do not allow smoking and you have to attend morning and even devotions and Sunday services. They not only address physical addiction but the condition of the spirit and soul. It is possible that the young man is not ready to get the help he needs. If he is not serious, he will find and excuse to run where ever they send him. There are government run out-patient drug programs. Call the United Way to find programs in you area.
